The Ghana Publishing Company Limited has inaugurated a 10-member Entity Tender Committee (ETC) to oversee procurement activities of the company.
This forms part of the company’s bid to strengthen transparency and accountability in public procurement.
The inauguration ceremony was held on Wednesday, September 10, 2025 at the Board Room of Assembly Press. It was inaugurated by the Managing Director, Nana Kwasi Boatey Esq. who serves as the chairman of the 10-member committee.
Other members include, the Procurement Manager, Mr. Joseph Mensah Adarkwah who serves as the procurement manager to the committee, Mr. Samuel Binfoh Dakwa (Chief Accountant), Mr. Saviour Agbornu (Operations Manager), Mr. Edem Kuatsinu (HR Manager), Mr. Samuel Amawuga (Quality Control Unit), and Michelle Owusu (Head, Material Store).
The external members also constituting the committee are, Mrs. Zarena Coetta Pyne (Sector Minister’s Rep.), Mr. Emmanuel Karikari Gyamfi, and Mr. Daniel Nii Armah Armah.
Members of the committee brings to the fore extensive expertise in procurement, finance, and governance. It is expected that their experiences will promote integrity and efficiency in the procurement process of the company.
The constitution of the ETC marks a critical milestone in the history of the company as it is its first-ever committee established since the inception of the Ghana Publishing Company Limited.
Among other things, the committee’s ultimate mandate is to ensure financial prudence, value for money while ensuring also a firm commitment to objectivity.
The committee, officially had its first meeting to consider the procurement of a Cummins Power Plant and a Xeros Digital Printer for the yet-to-be commissioned Digital Press Centre (DPC) and operations of the company.
Addressing the members, the chairman of the committee, Nana Kwasi Boatey Esq. emphasized the importance of fairness and the importance of strict adherence to the procurement regulations.
The members of the ETC are expected to guide the procurement processes in accordance with the Public Procurement Act 2003 (Act 663) as amended, notably by the Public Procurement (Amendment) Act, 2016 (Act 914). The enabling act stipulates that the ETC is required to: review and approve annual Procurement Plans in accordance with Schedule 5 of the (Amendment) Act, 2016 (Act 914), and is required to review and approve quarterly updates of the procurement plans, approve tender submission, reject a submission with reasons, or approve a submission, subject to clarifications or minor amendments. The team brings extensive expertise in procurement, finance, and governance. Their experience is anticipated to bring integrity and efficiency in the procurement processes of the Ministry.
