Understanding Gazetting in Ghana: Why It Matters and How It Works

In Ghana, gazetting plays a vital role in public administration, governance, legal notice, and national transparency. Although many people hear the term “GAZETTING” or the word “GAZETTE” often, especially in relation to name changes, parliamentary bills, election results, acts of parliament, chieftaincy matters, regulations, among other things, not everyone fully understands what it means or why it is important.

At the Ghana Publishing Company Limited (GPCL), gazetting is one of our core national responsibilities. As publishers of the Ghana Gazette, we ensure that official notices are properly published for public record, legal recognition, and national reference.

What is Gazetting?

Gazetting is the official publication of a notice, legal instrument, decision, or announcement in the Ghana Gazette, which is the Government’s authorized publication for formal public notices.

 

When a matter is gazetted, it means it has been published in an official medium recognized by the State for the purpose of giving notice to the public. In many cases, gazetting is a legal or administrative requirement before a decision, appointment, change, or declaration can take full effect or be publicly acknowledged.

For example, the 1992 constitution in Article 9(4) requires a publication in the Gazette of the details of a person who applies to be registered, or has been registered, as a citizen of Ghana.

Article 106(2)(b) requires that a bill must be published in the Gazette at least fourteen days before introduction in Parliament

Article 106(11) says a bill does not come into force unless it has been published in the Gazette

Just to state a few.

In simple terms, gazetting gives official public visibility and formal notice to matters of national, institutional, or personal importance.

What is the Ghana Gazette?

The Ghana Gazette is the official government publication in which statutory notices and other formal public announcements are published. It serves as a trusted and permanent public record.

The Gazette is important because it promotes:

Transparency in public administration, Public notice and awareness, Legal certainty and documentation, Accountability in official processes and Historical record-keeping for future reference.

For decades, the Ghana Gazette has remained an important instrument of state communication and lawful publication.

Why is Gazetting Important in Ghana?

Gazetting is important because it gives official publicity to matters that affect individuals, institutions, communities, and the country as a whole. It ensures that important information is not hidden but brought into the public domain through a recognized national platform.

Gazetting is often required to:

Inform the public of official decisions or changes

Give legal and administrative effect to certain processes

Provide documentary evidence that a notice was officially published

Preserve public records for future verification

Support due process in governance and institutional administration

Without gazetting where it is required, some processes may be incomplete, challenged, delayed, or lack official notice.

Matters Commonly Gazetted in Ghana

A wide range of notices and instruments may be published in the Ghana Gazette. These may include:

  1. Legislative and Regulatory Instruments


Acts of Parliament, Constitutional Instruments, Legislative Instruments, Executive Instruments, and other statutory publications may be gazetted for public notice and official record.

2. Chieftaincy Matters

Certain matters relating to stools, skins, enstoolment, destoolment, succession, and traditional authority may require gazetting in line with applicable processes.

  1. Change of Name


Individuals who wish to formally announce a change of name often publish the notice in the Ghana Gazette as part of the documentation and public notice process.

  1. Land, Local Government, and Institutional Notices


Certain land-related notices, district-level declarations, public notices, and institutional announcements may also appear in the Gazette where required.
